UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent said its property management strategy included the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Strains

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of authorities will have to increase council taxes next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network said that local shortfalls will reach ÂŁ4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges facing local leaders across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the study revealed.
